Consultants of Boulevard Healthcare

Judy Dabertin — Chief Executive Officer

Ms. Dabertin joined Boulevard Healthcare in May 2004, and is the chief executive officer of Boulevard Healthcare, LLC and Boulevard Healthcare Consulting. Her responsibilities cover all facets of corporate operations; including strategic planning and the development of operating systems for the facilities operated by Boulevard.

Prior to joining Boulevard Healthcare, Ms. Dabertin served as Senior Vice President of Assisted Living for Horizon Bay Management, a senior housing and health care company. She previously held a number of positions at Manor Care, culminating with an officer-level position in operations.

Ms. Dabertin holds a M.B.A. from Keller Graduate School of Management, and a B.S. in Food, Nutrition, and Dietetics from Iowa State University.


William Higgins – Chief Financial Officer

Mr. Williams joined Boulevard Healthcare in January 2008, and has overall responsibility for the finance, accounting, and information technology operations of the organization.

Prior to joining Boulevard, Mr. Higgins served as Senior Vice President of D2Hawkeye, Inc., a high technology firm providing electronic medical records to Third Party Administrators, disease management companies, and medical reinsurance underwriters.  He previously had held various finance, accounting and administrative roles with hospitals systems, health maintenance organizations, and physician-led management services organizations which were located in Florida. 

Mr. Higgins holds a M.B.A. from the University of Florida, and a B.A. in Accounting from the University of Washington. 


Mary Franks — Vice President, Clinical Services

Ms. Franks joined Boulevard Healthcare in August 2004, and has responsibility for nursing, quality improvement, case mix management, education, food and nutrition services, and social services. She also manages the rehab services provider, Advanced Therapy and Rehab.

Prior to joining Boulevard, Ms. Franks held various clinical positions with Manor Care, ranging from staff nurse through DON at the facility level followed by corporate-level consulting positions. Ms. Franks was a staff nurse in a Chicago-area hospital before shifting her career to geriatrics and clinical administration.

Ms. Franks holds a B.S. in Nursing from Lewis University.


Michelle Pardun — Vice President, Business Development

Chris Hargreaves — Vice President, Human Resources

Mr. Hargreaves joined Boulevard Healthcare in October 2006, and has overall responsibility for managing the Human Resource function, which includes compensation and benefits, employee and labor relations, recruitment, and retention.

Prior to joining Boulevard, Mr. Hargreaves was the senior human resources professional at Ingalls Memorial Hospital, a 582-bed hospital serving the southern suburbs of Chicago. He has also held several Human Resources positions for various hospitals in the Chicago area.

Mr. Hargreaves holds a BBA in Management from Texas Tech University.


Samia Amamoo — Vice President, Risk Management

Ms. Amamoo joined Boulevard Healthcare in January 2007, and has overall responsibility for the risk management function, including managing the professional liability claims, workers’ compensation, and insurance placement. Ms. Amamoo also serves as the Chief Compliance Officer for Boulevard.

Prior to joining Boulevard, Ms. Amamoo worked for Evanston Northwestern Healthcare in the Dept. of Risk Management and has also held positions at the American Bar Association and Resurrection Health System.

Ms. Amamoo holds a B.S. in Life Sciences from Buckingham University and a law degree from the University of New Mexico.


Stacey Giarraffa — Corporate Dietitian

Ms. Giarraffa joined Boulevard Healthcare in August 2001, and is responsible for directing clinical nutrition services and food services operations. Prior to her corporate level position, Ms. Giarraffa served as the Registered Dietitian at Brentwood North Healthcare Center, which is operated by Boulevard Healthcare.

Ms. Giarraffa holds a B.S. in Dietetics from Bradley University, and a M.S. in Nutrition Education from Rosalind Franklin University of Medicine and Science.


Steven Umanos - Director of Information Services

Mr. Umanos joined Boulevard Healthcare in May 2006, and has overall responsibility with handling all facets of Information System delivery: Data (Networking/Hardware/Applications) Voice (Phone System Management/Mobile) and Document Management.

Prior to joining Boulevard, Mr. Umanos served as a consultant to Boulevard Healthcare as well as various national projects including IT Management within the College of American Pathologists and as Regional Team Lead for Albertson’s LLC. He has over a decade of experience in the IT Industry within many diverse environments.

Mr. Umanos is certified as a Microsoft Certified Information Technology Professional and Cisco Certified Network Professional, along with the CompTIA Network+ and A+ certifications.


Carol Drozd — Clinical Service Educator

Ms. Drozd joined Boulevard Healthcare in October 2003, and has responsibility for developing and implementing educational programs for the entire organization.

Prior to joining Boulevard, Ms. Drozd served in Staff Development at Advocate Christ Hospital, a 665-bed medical center in Oak Lawn, Illinois. She has also held positions as a Gerontological Nurse Practitioner and staff nurse over her 30-year career in nursing.

Ms. Drozd holds a Bachelor of Science in Nursing, Master of Science and Doctor of Nursing Practice degrees from Rush University in Chicago. She is certified as a Gerontological Nurse Practitioner.
